Then nothing moves for 10 more minutes?

That’s not a mistake.
It’s KPI gaming in action.

Most airport ground crews operate under strict SLAs with airlines.
One of the key performance indicators?

☑ “First bag within 10–15 minutes of arrival.”

Example 
India’s Bureau of Civil Aviation Security (BCAS): In India, BCAS has directed airlines to ensure that the first bag arrives at the carousel within 10 minutes of engine shutdown and that all bags are delivered within 30 minutes. 

Here’s what often happens:

☑ 2–3 bags are rushed out to hit the SLA clock
↳ The rest? Still sitting in the belly of the plane
↳ But the KPI? ✅ Triggered. Target met.

Why do they do this?

☑ Check the SLA box
☑ Shape passenger perception
☑ Avoid penalties for late delivery

This is KPI gaming in its purest form.
Design a metric → Work to hit the metric → Game the system to “win.”

It’s a clever (if flawed) tactic that shows how KPIs don’t just measure performance —
They shape behaviour.

Takeaways:
