The federal government has shut down again, and while it may not directly disrupt commercial real estate operations, the ripple effects should be something investors keep their eyes on. The government is still shut down. And there’s no end in sight.

Here’s what you need to know.

No politics — just facts.

What’s happening:

The shutdown began October 1, 2025, after Congress failed to pass a funding bill.

-> It’s the 11th shutdown in modern U.S. history.
-> About 900,000 federal workers are furloughed.
-> Another 2 million are working without pay.
-> SNAP benefits for 40+ million Americans are at risk for November.
-> Inflation and jobs data releases may be delayed or suspended.
-> Many non-essential programs are paused; essential operations continue.

The federal government has been shut down for nearly a month, and little attention has seemingly been paid to the macroeconomic fallout. Perhaps rightly so, as the consequences so far have been mostly felt by the already struggling broader Washington, DC economy. This is unlikely to be the case for much longer. If the shutdown continues much into November, becoming the longest in the nation’s history, the hit to the economy will mount.

Government workers not getting paid will pull back on their spending, government contractors will lay off workers, and government services will be disrupted as even those workers who are required to work fail to come in and look for other jobs to pay their bills. While difficult to contemplate, if the #shutdown extends into the Christmas buying season, hurting retailers, that's when financial markets will begin to discount the hit to the economy, magnifying the economic damage.

Much also depends on how aggressively the Trump administration follows through on its threats to cut government jobs and funding for transportation, energy, and other projects. I’m assuming that any cuts will be more performative than real, but even so, based on simulations of our macro model, in the scenario where the shutdown lasts through the end of the year, a recession is more likely than not.

Ongoing disruptions like the government shutdown and global trade tensions continue to shape the near-term outlook, but forecasts for 2026 suggest a more stable economic environment. With modest growth, tempered inflation and interest rates predicted to remain near 4%, the setup could support renewed investment momentum across commercial real estate. The road ahead may still face substantive headwinds, so it’s critical for investors to keep their eyes on the horizon.

As was widely expected, the Federal Reserve cut the overnight rate by 25 bps to the 3.75%-4.0% range and stated that they will end their quantitative tightening (QT) program in December. The thing is, this was already baked into the market, and following the cut the 10-year Treasury yield bumped up. While this is generally positive for the economic outlook, I'm not sure it will really move the needle. At this point, my opinion is the headwinds the economy faces are more tied to uncertainty than to the cost of capital. For CRE Investors, a 25 bps reduction by the Fed really isn't a major event but watch the 10-year — it could move in odd ways for a while. The end of QT will probably help keep rates lower, but that's not guaranteed either because QT was already reduced to letting just $5B of Treasuries and $35B of mortgage-backed securities burn off the Fed balance sheets monthly, so that last little bit might not matter much.

Nonetheless, if the 10-year holds its ground near 4%, or moves slightly below, investor activity could continue to increase, creating more competition for assets. That said, lower Fed rates are not a signal that CRE prices are ready to climb — the market recalibration of the last couple of years is likely to stick around for a while. CRE pricing appears to have reached a stabilization point, and I do not see big moves in either direction in the near term. For investors looking to place capital in CRE, the lending climate is good and interest rates appear pretty stable. The window of opportunity is already here.

Mark Zandi Thanks for the data! How long can it be sustained?

Not only do the well-to-do account for the bulk of consumer spending (I showed this in the post last weekend), but they also account for the bulk of the personal savings. Those households in the top one-fifth of the income distribution have had a rock-solid double-digit saving rate since before the pandemic. Those in the bottom four-fifths haven’t been able to save much at all. Just another reason why most Americans feel uncomfortable about their financial futures.

Just released a new paper with Cristian deRitis on how outdated capital gains tax policy is worsening the housing mismatch. Millions of older homeowners are “locked in” to large homes, blocking supply for growing families and first-time buyers. The federal government shutdown hit home last Friday when the shuttered Bureau of Labor Statistics failed to release the September jobs numbers. There is no more important economic data, particularly now, when the job market is sputtering and the Federal Reserve is a few weeks from another meeting when it must decide whether to continue cutting interest rates. The BLS has done all the work putting the data together – the jobs report sitting on the proverbial shelf set to be released – but the shutdown forestalled this.
 
While not a replacement, there are good private sources of jobs data, including Revelio Labs. We were fortunate to have their chief economist, Lisa K. Simon, on our Inside Economics podcast on jobs Friday. Revelio scrapes professional network sites, most notably, LinkedIn, to estimate job growth. The data show that employment increased by 60k in September, almost entirely in the education and healthcare sector. Even this paltry gain likely overstates things, as Revelio’s data has been revised significantly lower as of late, as more data comes in. Also of note, the job growth last month was almost exclusively in California, New York, and Massachusetts. 

ADP is another good private source of timely jobs data, and it showed private jobs fell by 32k in September. This understates the decline, as government employment surely also fell in the month given the ongoing DOGE-related cuts. ADP’s data are based on the payroll records it processes for many companies. The bulk of the job gains in the ADP numbers were also in healthcare, and only very large companies, with over 500 employees, added to payrolls. Smaller companies are getting hit hardest by the tariffs and restrictive immigration policies.

Averaging the Revelio and ADP employment estimates for September suggests that there was essentially no job growth during the month. Other job market data back this estimate up, including the Conference Board’s jobs easy versus hard to get questions in its monthly consumer confidence survey. It fell and is now as low as it has been since coming out of the pandemic in early 2021. There’s no better predictor of changes in unemployment, which thus likely rose again in September.

The bottom line is that not having the BLS jobs data is a serious problem for assessing the health of the economy and making good policy decisions. But the private sources of jobs data are admirably filling the information gap, at least for now. And this data shows that the job market is weak and getting weaker.
