UNESCO  played a prominent role as a key partner at the #G20 Summit held in Johannesburg, South Africa, which concluded on 23 November 2025, under South Africa’s presidency and the theme “Solidarity, Equality and Sustainability.”

Key highlights of UNESCO’s engagement:
•  Artificial Intelligence: Designated as the G20’s privileged partner for AI in 2025, UNESCO provided expertise on ethical AI governance, human-rights-centered approaches, and measures to build public trust in AI systems.
•  Culture and Linguistic Diversity: UNESCO actively supported the G20 Culture Ministers’ track, emphasizing cultural heritage and linguistic diversity. It spotlighted the International Decade of Indigenous Languages (2022–2032) during the Culture Working Group meeting in October 2025.
•  Sustainable and Inclusive Development: UNESCO aligned its contributions with the summit’s sustainability focus, underlining the essential role of culture, education, and language in achieving inclusive, equitable, and sustainable progress.
•  Capacity Building: UNESCO offered training programs for public-sector leaders and administrations on AI ethics and governance to strengthen institutional capacities for the future.

Intelligence Report on Quantum Diplomacy in Action 2025–2026
(Geneva, October 2025 – Third Edition)

This third edition, produced under the patronage of #Switzerland and GESDA - Geneva Science and Diplomacy Anticipator  with contributions from UNESCO , CERN -hosted Open Quantum Institute (OQI), ILO, UNIDIR and many others, sounds an urgent yet hopeful alarm: fault-tolerant quantum computing (FTQC) is now realistically expected within the coming decade and will profoundly reshape economy, #security, #labour markets and #global #equity.

Key findings:
1.  Technology & Economic Maturity Quantum advantage in real-world applications is projected by ~2030. Global public investment has reached ≈$40 billion (mid-2024), yet private funding slowed in 2023. Market size is ~$870 m (2024) → $5 bn by 2030, with potential $180 bn economic value added.

2.  The Widening Quantum Divide Quantum infrastructure, funding and talent remain heavily concentrated in the Global North. UNESCO’s 2025 global survey shows 32 % of institutions have zero quantum facilities and 84 % of countries experience net talent outflow or stagnation. Without deliberate action, quantum risks amplifying existing digital and development divides.

3.  Future of Labour Quantum + AI + automation convergence could restructure value chains, especially in pharmaceuticals, materials, energy and finance. Anticipatory upskilling toward “quantum literacy” and cross-disciplinary competence is essential by 2030.

4.  Global Security & Cryptography “Harvest-now, decrypt-later” attacks already underway. Transition to post-quantum cryptography (PQC) is the most urgent priority; QKD remains complementary for specific high-security links. NIST finalised first PQC standards in 2024; migration must accelerate.

5.  SDG Applications OQI has supported 19 multidisciplinary use cases targeting health (new antibiotics, drug metabolism), water (leak detection, aquifer modelling), food security, and climate (weather forecasting, carbon capture). A rigorous multi-phase methodology from ideation → proof-of-concept, with donated cloud access, is yielding the first small-scale NISQ-era results.

The report closes with a global Call to Action (Annex V) urging all stakeholders — from hardware makers to policymakers — to commit portions of resources (10 % proposed) to inclusive, peaceful and sustainable quantum development, ensuring the second quantum revolution serves humanity and the planet rather than deepening division.

My latest article was inspired by UNESCO's recently published "Global Normative Framework on the Ethics of Neurotechnology."

The article underscores that while #governance frameworks are foundational, governance alone is insufficient. 

If the #investment ecosystem and the broader #economy architecture do not actively fund responsible, secure, and #quantum-resilient neurotechnologies, the field will evolve toward speed and scale instead of safety and dignity.

This quantum-resilience mandate applies equally to #BCIs, sensory implants, #bioimplants regulating organ function, and #nanotechnology devices operating within neural pathways. The smaller and more integrated the device, the more critical it is to harden it against future vulnerabilities.

A #neurotech #future built only on innovation will accelerate capability; a neurotech future built on governance plus capital alignment will accelerate human well-being, #dignity, and #autonomy. The difference is decisive. The former optimizes performance; the latter protects #humanity.

To advance safe, equitable, and trustworthy neurotechnology, governance must be matched with responsibility-driven investment, and the neurotech economy must explicitly require #quantum-proofed design. Only then can BCIs, bio-implants, and neural-integrated #nanotechnology devices become instruments of healing and empowerment rather than instruments of #risk.

The longevity economy is on track to become a quarter-trillion to third-of-a-trillion-dollar market by 2030, representing one of the most compelling opportunities in modern #healthcare.

Humanoid Robotics Ecosystems are entering a decisive inflection point, driven by global demographic shifts, rapid technological convergence, and escalating investment flows that position humanoid systems as fundamental assets for economic stability, social resilience, and long-term human development. 
Morgan Stanley Research has suggested the humanoid robotics market could surpass USD 5 trillion by 2050.
By 2050, the world will experience one of the most dramatic demographic shifts in human history, defined by rapid population aging and shrinking workforces across many regions. Global projections indicate that the number of people aged 60 and over will exceed 2 billion—representing more than 20 percent of humanity—while the population aged 65 and above will reach approximately 1.5 billion. During the same period, the working-age population will either stagnate or decline in most high-income and middle-income countries, reshaping economic and labor dynamics. Old-age dependency ratios are expected to climb steeply. These shifts imply that in many countries, the number of older adults supported by each worker will nearly double, with some nations approaching a near one-to-one ratio between retirees and employees. 
As populations age, fertility rates decline, and economically active workforces contract across multiple regions, governments and industries increasingly recognize that large-scale deployments of humanoid robots will be required to sustain productivity, uphold essential public services, and safeguard social cohesion. Early deployments are already demonstrating the strategic relevance of these technologies for both advanced and emerging economies.
convergence of humanoid robotics, multi-agentic AI, and brain-computer interfaces (BCI) would challenge even the most advanced governance systems. Multi-agentic AI would autonomously coordinate thousands of humanoids, negotiate resource allocations, and manage distributed operations across borders. BCIs—ranging from non-invasive neurofeedback systems to more advanced neural interfaces—could introduce new domains of governance centered on cognitive liberty, mental privacy, and neuro-rights, which global institutions are only beginning to define.

Nouveaux Governance must become a living, adaptive, globally interoperable system—one that continuously evolves through evidence, simulation, feedback loops, international cooperation, and multi-stakeholder participation. If successfully implemented, it will ensure that large-scale humanoid ecosystems enhance human dignity, accelerate inclusive economic growth, protect fundamental rights, and strengthen the social fabric of a rapidly changing world.

To safeguard the human-machine interface, we need quantum-resistant cryptography, hardware security modules that withstand quantum decryption, and provenance frameworks that ensure the integrity of brain-linked devices. The latest  OECD - OCDE World Economic Forum  white paper confirms that even today’s most advanced classical #AI remains fundamentally backward-looking and brittle when facing true uncertainty, low-probability/high-impact events, and combinatorial explosions of risk. 

In my view, it underscores why we need to prepare for leveraging Quantum AI- the only computing paradigm that could natively explore exponential future-state spaces, deliver probabilistic foresight at civilizational scale, and stress-test strategies against non-linear shocks in useful time.

For boards and C-suites the message is unambiguous: the #quantum advantage in strategic foresight is already forming. Waiting until utility-scale quantum systems are commercially deployed means ceding first-mover anticipatory power to competitors and adversaries. 

In my opinion, it is imperative is to design Quantum AI strategic roadmaps and develop enterprise playbooks now—while the technology is still emerging and organizations can still shape the #governance, #talent pipelines, and partnership ecosystems that will determine who anticipates and shapes the next era, and who merely reacts.
