Portugal might just have the most mature digital health system in Europe.

As we are expanding into Europe, I have been taking the time to study the various EU healthcare systems.


Portugal stands out to me, mainly because:

1. It has a truly national electronic health system with an incredible e-prescribing system that works well.

2. A unified interoperability framework allowing healthcare data systems to cross talk with one another. 

3. The SPMS, EPE - Serviços Partilhados do Ministério da Saúde that manages everything as a unified service.

Similar to the NHS, the Serviço Nacional de Saúde provides universal healthcare to its citizens.

However, the private sector plays a significant role with up to 30% of healthcare expenditure paid out of pocket (Double the EU average).

The 3 key governmental bodies that runs day to day operations are:

- Ministério da Saúde de Portugal
- SNS Executive Directorate (DE-SNS)
- ACSS - Administração Central do Sistema de Saúde

Like our integrated care boards, Portugal employs a system called Unidades Locais de Saúde that provides care on a regional basis to its people - with 39 ULS in the country.

When there is healthcare, there is regulation.

Entidade Reguladora da Saúde is their independent healthcare regulator. 
(Our CQC equivalent)

INFARMED, I.P. is their medical device and medicine regulator.
(Our MHRA equivalent)
(Also houses the SINATS process which is similar to our NICE)

National Ethics Committee for Clinical Research (CEIC) ensures safe and equitable clinical research.

CNPD-Comissão Nacional de Proteção de Dados oversees the protection of personal data of the Portuguese citizens.

Perhaps quite unique is the SPMS, EPE - Serviços Partilhados do Ministério da Saúde - the national digital health, procurement, and shared-services authority within the Portuguese Ministry of Health.

Think of it as NHS Digital + NHS Supply Chain + interoperability authority combined into one organisation.

The SPMS is responsible for centralising IT, digital health, procurement, logistics, and administrative services for the entire SNS.

If you are a clinician looking to break into industry in 2026,

Here are 5 practical steps you should take right now.

(From my own personal experience + others too)


🔍 𝗗𝗼 𝗮 𝘀𝗲𝗹𝗳 𝗮𝘂𝗱𝗶𝘁.

- The most important step.

- Block out some alone time, sit in a quiet place with a notepad or laptop.

- List out your work and achievements over the past 5-10 years. 

- Recall what work you truly enjoy, what work you do not. 

- Be honest with yourself, what kind of work will truly inspire and excite you?

- But more importantly, what unique tangible value can you bring to the table?


🗺️ 𝗠𝗮𝗽 𝗼𝘂𝘁 𝘁𝗵𝗲 𝗶𝗻𝗱𝘂𝘀𝘁𝗿𝘆 𝘆𝗼𝘂 𝘄𝗮𝗻𝘁 𝘁𝗼 𝘄𝗼𝗿𝗸 𝗶𝗻.

- Too many folks just jump into things without a proper plan.

- Map out what are the companies doing important work in your niche.

- From big multinational organisations, to smaller startups. 

- You cannot be effective in your field, if you don’t even know it well.

- Once you have identified the companies, expand one more layer further to see what type of organisations they are engaging with (charities, investors, customers).


⚒️ 𝗖𝗿𝗮𝗳𝘁 𝘆𝗼𝘂𝗿 𝘃𝗮𝗹𝘂𝗲 𝗽𝗿𝗼𝗽𝗼𝘀𝗶𝘁𝗶𝗼𝗻.

- Step 3 is when you marry step 1 and 2 together.

- How would you want to tell your story in relation to the impact you want to - deliver?

- Who are you looking to speak to? Who are you most able to help?

- MOST IMPORTANTLY, how can others work with you specifically?

- Set an hourly/daily rate, a project fee, or retainer cost. 

- Be CRYSTAL clear what exactly you will be delivering. 


📜 𝗚𝗲𝘁 𝘆𝗼𝘂𝗿 𝗽𝗮𝗽𝗲𝗿𝘄𝗼𝗿𝗸 𝗶𝗻 𝗼𝗿𝗱𝗲𝗿!

- What sets a professional apart from an amateur is simply paperwork.

- This means proper invoices, quotes, indemnity cover, honorarium etc.

- When a serious client comes to you asking for your service, you cannot just give a verbal quote, they actually need something concrete to show their bosses + use for accounting. 

- If you don’t have everything written down in black and white, you expose yourself and the company to significant risk.

- Bonus: create a service deck + personal website ready. 


🤳 𝗨𝘀𝗲 𝗟𝗶𝗻𝗸𝗲𝗱𝗜𝗻 𝗮𝘀 𝗮 𝘁𝗼𝗼𝗹.

- Remember, LinkedIn or any social media is simply a means, not the end itself.

- Fixate less on reaching thousands of people, fixate more on reaching the RIGHT people.

- Aim to post once a week, spend time creating valuable content to your targeted audience. 

- Clean up and update your profile.

- The real goal is to SPEAK TO PEOPLE IRL, whether face to face or virtually.

- Linkedin is the start, real life networking is the goal.
