Tier-2 and Tier-3 cities which were once viewed primarily as support centres are now shaping India’s next generation of leadership. 

A recent study shows that hiring in these cities grew over 20 percent year-on-year, outpacing metros like Mumbai and Bengaluru. Sectors such as digital services, e-commerce, and GCCs are driving this surge, supported by better infrastructure and hybrid work models that let leaders operate effectively from anywhere. 

For boards and promoters, this shift is significant. It broadens the leadership pipeline, introduces stronger regional diversity, and often brings higher retention and cost efficiency.  

In recent searches, I’ve seen more organisations deliberately look beyond metros for CXO roles tied to regional growth, local ecosystems, and distributed decision-making. 

India’s leadership map is decentralising, and that’s a good thing. The next wave of high-impact leaders may not sit in traditional hubs, but in emerging cities where opportunity and ambition now meet.
