Based within Monash University, BehaviourWorks Australia (BWA) is a research enterprise that brings leading behaviour change researchers and practitioners together to find behavioural solutions to real-world problems.

In BWA, I work on a wide range of projects (e.g., related to environment, climate, health, finance, pandemic response etc) in a wide range of roles (e.g., as project manager, research lead, reviewer, or report writer, or research translator etc).

In late 2017, I started as an embedded behavioural science researcher and consultant working with(in) two Sydney based NSW Government offices. Most of my work focused on behaviour change related to the environment. I learned a lot about how decisions and policies are made in government, and also that I lacked the background, patience and project management skills to thrive in these environments. 

In late 2018, I moved towards working on a wider range of topics, focusing more on rapid research synthesis and dissemination, and having greater autonomy to innovate and start new projects. This led to a range of reviews and publications, and services, such as the 'BWA research database', the scale up toolkit and better BWA 'hackathons'). 

In early 2020, I ideated and started the Survey of Covid-19 Responses to Understand Behaviour (SCRUB) project. More than 50,000 surveys in more than 40 countries were completed. The vast majority of this was Australian data, but we also collected over 3000 international responses. This work had a significant impact on government policy over the 15 months that it ran. 

Since late 2021, I mostly focus on improving our research communication and dissemination. This involved improving our processes, website, content, social media presence and analytics. This work led to BWA winning Behavioural Science organisation of the year in the Habit Weekly awards.

The SCRUB project

The Survey of Covid-19 Behaviours (SCRUB) aimed to provide current and future policy makers with actionable insights into public attitudes and behaviours relating to the COVID-19 pandemic. SCRUB was incubated as a READI project with international collaborators, and received pilot funding from the Monash Sustainable Development Institute at Monash University, and went on to be funded by the Victorian Government for a total of 21 study waves over 15 months. Findings from the project were an input to state policy decisions during the Australia COVID-19 pandemic. After each wave of data collection, we generated and disseminated a report for relevant policy makers. More than 50,000 surveys in more than 40 countries were completed. The vast majority of this was Australian data, but we also collected over 3000 international responses. SCRUB was mentioned in the media more than 200 times and published in several scholarly articles.

Stand Against Corona pledge and study

Created by a Global Taskforce of Volunteer Behavioral Scientists, Marketing Specialists and Health Experts the Stand Against Corona Pledge was created as a field experiment to test different pro-social messaging strategies and hopefully promote awareness of the impending pandemic and ideal behavioural response.

We used a website with different framing approaches for a pledge and ran the experiment for 2.5 weeks using Google Optimize (an A/B testing platform). Over 2500 people took the pledge.

We found a statistically significant reduction in pledge rates in the self-preservation condition compared to the control group, but did not find any significant differences between the “loved ones” condition and control, nor between “combo” and control groups.

December 2025 Update

"Congratulations to our colleagues from UNICEF on today’s launch of the updated Guidance on AI and Children 3.0 to ensure AI systems uphold children’s rights.

The guidance provides a comprehensive framework for governments, industry and wider stakeholders to design, govern and deploy AI in ways that protect, empower and include every child, including generative AI, AI-enabled companions and systems.

Some highlights
 • Children are now among the most intensive users of AI, with adoption rising sharply: 67% of UK teens use AI (double in two years); 39% of U.S. elementary students learn through AI tools; 37% of 9–11-year-olds in Argentina turn to ChatGPT for information.
 • Uptake is uneven, UNICEF’s 12-country research shows major divides in access, trust, skills and exposure to harm, with children in the Global South and marginalized groups least able to shape or benefit from AI systems.
 • Ten requirements for child-centred AI outline what governments and industry must put in place: strong regulatory frameworks, safety, data and privacy protection, non-discrimination, transparency and accountability, responsible AI practices, support for child well-being, inclusion, skills for the AI era, and an enabling environment.
 • New threats require new policy responses, including AI-generated CSAM and intimate images, sexual extortion, risks from AI chatbots and companions, and AI-driven disinformation and scams that directly target or disproportionately affect children.
 • Children’s data needs far stronger protection, including privacy-by-design, strict limits on profiling and mechanisms for data withdrawal as they mature.
 • Child labour risks in the AI value chain, from data labelling to harmful content moderation, demand urgent action to prevent exploitation at any stage of AI development."

Guidance on AI and Children

📢 We recently released the first version of our AI Risk Mitigation Taxonomy — a structured database of 831 mitigation strategies for AI risks, extracted from 13 frameworks across technical, policy, and governance domains. See the attached for an overview of the 13 frameworks that we included.

AI Mitigations Taxonomy: Included Frameworks

"This research adopts a regulatory learning approach, comparing AI safety governance across China, South Korea, Singapore, and the United Kingdom. By engaging stakeholders from each jurisdiction, it captures local insights and fosters interjurisdictional learning. Coordinated by the United Nations University (UNU), the initiative introduces a collaborative model for transnational policymaking by identifying shared challenges and co-developing strategic responses.

Recommendations
We recommend leveraging effective interoperability instruments at both global and national levels. Additional recommendations span three key dimensions:

Interoperability in AI Safety Governance

"Several frontier AI companies test their AI systems for dual-use biological capabilities that might be misused by threat actors. But what do these test results imply about the overall risk of bioterrorist attacks? There is much expert debate about how seriously to view such threats, especially from lone wolf actors. This report creates a framework for how to convert capability evaluations into risk assessments, using a simple model that draws on historical case studies, expert elicitation, and reference class forecasting. 

I conclude that if AI systems were to increase the number of STEM Bachelors able to synthesise pathogens as complex as influenza by 10 percentage points and also enable them to design concerning operational attack plans, then the annual probability of an epidemic caused by a lone wolf attack might increase from 0.15% to 1.0%. This is equivalent to 12,000 additional expected deaths per year, or ~$100B. Risk scenarios where AI or other tools also help discover novel viruses reach higher damages, whereas risk can also be significantly lowered if mitigations are put in place. 

A review of this report by six subject-matter experts and five superforecasters found similar medians, though all forecasts had high uncertainty. This work demonstrates a methodological approach for converting capability evaluations into risk assessments, whilst highlighting the continued need for better underlying evidence and expert discussion to refine assumptions. "

Dual-Use AI Capabilities and the Risk of Bioterrorism

"Artificial intelligence offers unprecedented opportunities for innovation and economic growth. However, current development trajectories risk excluding billions, especially those in Global Majority countries, from meaningfully accessing these benefits. The existing AI governance ecosystem lacks systematic mechanisms to ensure equitable global AI diffusion while also managing risks. 

To fill this gap, this paper proposes a framework for AI benefit-sharing – the fair distribution of and access to AI's opportunities and gains under conditions of safety. It integrates three pillars: redistribution of economic gains, technology transfer and capacity-building, and non-proliferation of dangerous capabilities. 

We address factors hindering equitable AI governance, clarify the conceptual foundations of benefit-sharing, and outline prerequisites for readiness among Global Majority states. Combining the analytical and operational dimensions, this framework maps out specific AI benefit-sharing mechanisms, offering a viable toolkit for building a more equitable future."

AI Benefit-Sharing Framework: Balancing Access and Safety

"The UK Al Security Institute (AISI) has conducted evaluations of frontier Al systems since November 2023 across domains critical to national security and public safety. This report presents our first public analysis of the trends we've observed. It seeks to provide accessible, data-driven insights into the frontier of Al capabilities and promote a shared understanding among governments, industry, and the public. 

➤ Al capabilities are improving rapidly across all tested domains. Performance in some areas is doubling every eight months, and expert baselines are being surpassed rapidly. See FIGURES 1.1-1.3. 

In the cyber domain, Al models can now complete apprentice-level tasks 50% of the time on average, compared to just over 10% of the time in early 2024 (FIGURE 10). 

In 2025, we tested the first model that could successfully complete expert-level tasks typically requiring over 10 years of experience for a human practitioner. 

The length of cyber tasks (expressed as how long they would take a human expert) that models can complete unassisted is doubling roughly every eight months (FIGURE 3). 

On other tasks testing for autonomy skills, the most advanced systems we've tested can autonomously complete software tasks that would take a human expert over an hour (FIGURE 2).

➤ Model safeguards are improving, but vulnerabilities remain. 

The models with the strongest safeguards are requiring longer, more sophisticated attacks to jailbreak for certain malicious request categories (we found a 40x difference in expert effort required to jailbreak two models released six months apart, FIGURE 13). However, the efficacy of safeguards varies between models - and we've managed to find vulnerabilities in every system we've tested. 

➤ Some of the capabilities that would be required for Al models to evade human control are improving.

We test for capabilities that would be pre-requisites for evasion of control, including self-replication and sandbagging (where models strategically underperform during evaluations). 

Success rates on our self-replication evaluations went from 5% to 60% between 2023 and 2025 (FIGURE 16).

➤ Early signs of Al's broader societal impacts are emerging. 

We're seeing increasing use of Al to research political issues, alongside an increase in persuasive capabilities (FIGURE 18). We have also observed early signs of emotional impact on users; over a third of UK citizens have used Al for emotional support or social interaction (FIGURE 21).

➤ The performance gap between open and closed source models has narrowed over the past two years. 

Proprietary models have historically maintained a lead over open-source models, whose code, parameters and training data are made freely available. However, this gap has narrowed over the last two years and is now between four and eight months according to external data (FIGURE 24, 25).

Al Security Institute Frontier Al Trends Report

New paper from MIT FutureTech: Algorithms have been estimated to increase AI training FLOP efficiency by a factor of 22, 000 between 2012 and 2023 [Ho et al., 2024]. Running small-scale ablation experiments on key innovations from this time period, we are able to account for less than 10× of these gains. 

Surveying the broader literature, we estimate that additional innovations not included in our ablations account for less than 10×, yielding a total under 100×. This leads us to conduct scaling experiments, which reveal that much of this efficiency gap can be explained by algorithms with scale-dependent efficiency improvements. In particular, we conduct scaling experiments between LSTMs and Transformers, finding exponent differences in their compute-optimal scaling law while finding little scaling difference for many other innovations. These experiments demonstrate that – contrary to standard assumptions – an algorithm’s efficiency gains are tied to compute scale. 

Using experimental extrapolation and literature estimates, we account for 6, 930× efficiency gains over the same time period, with the scale-dependent LSTM-to-Transformer transition accounting for the majority of gains. Our results indicate that algorithmic progress for small models has been far slower than previously assumed, and that measures of algorithmic efficiency are strongly reference-dependent."
