Program Analyst/Project & Program Manager in the Coast Guard CFO's Office of Planning and Performance; private sector equivalency to Consultant Team Lead. Managed and oversaw multiple contractors.  

•	Spearheaded service-wide vetting and approval for all proposed shore-infrastructure projects resulting in budget justification for over $250M in new infrastructure. 
•	Developed, planned, and implemented comprehensive review of internal processes and controls utilized by the Coast Guard’s CFO including budget formulation, justification and execution; led to revamped and modernized strategic guidance that delivered the most cost effective services to the public. 
•	Led the Coast Guard’s FY11 Multi-Sector Workforce Rebalancing Initiative; this effort converted over 300 contractually performed jobs to government performance and garnered over $13M in annual recurring savings.

Commissioned Officer in the United States Coast Guard 

Led 17-person crew in the challenging waters of the Northwest Atlantic to conduct international and domestic law enforcement and homeland security operations. Completed over 100 law enforcement operations, five search and rescue cases which saved 15 lives and $500K in property, and multiple security escorts of high value targets in and out of strategic ports. Liaised with multiple domestic and foreign security services/agencies and served as the lead command and control node for maritime security operations surrounding the Kennebunkport, ME Bush Family home; ensured safe completion of numerous security summits which included visits from multiple Heads of State.

Commanding Officer Coast Guard Cutter Jefferson Island

Responsible for coordinating, planning, & executing all aspects of Cutter operations including oversight of all ship-helicopter operations, navigation, Law Enforcement actions, Homeland Security missions, & Search & Rescue missions.  Led a 30 person department.

Operations Officer Coast Guard Cutter Campbell

Coordinated day to day United States Coast Guard operational response for all law enforcement and search and rescue operations which occurred within the 7th Coast Guard District Area of Operations -- an expanse of sea encompassing all waters w/in the Caribbean Basin up to South Carolina and the Florida/AL border. On a daily basis briefed key decision makers and offered sound recommendations regarding operational case management which often involved life and death consequences.

Command Duty Officer -- Coast Guard 7th District Command Center

Led a nine-person Law Enforcement Detachment (LEDET) from the Coast Guard's Tactical Law Enforcement Team South based at Miami, FL. Team deployed over 200 days per year on U.S. Naval and NATO ships to the Caribbean Basin & Eastern Pacific Ocean to conduct law enforcement operations, primarily counter-narcotics missions off the coasts of South America, Central America, and Mexico. Liaised with foreign partner militaries/law enforcement agencies and domestic (federal and local) law enforcement agencies to carry out operations and joint training.

Officer in Charge Law Enforcement Detachment 401

Junior Officer in the United States Coast Guard; responsible to the Commanding Officer for safe operation of Famous Class Medium Endurance Cutter. Combat Information Center Officer: Led a 3 person division and managed $50K budget. Assistant Navigator: Led a 5 person division responsible for ship's navigation.

I've spent three decades making this country more resilient. I continue to do just that by bringing innovative power solutions to large organizations, particularly critical transportation and supply chain nodes (ports, airports, large distribution and manufacturing sites). These solutions strengthen an inherently weak grid, not just in ERCOT but across the country by helping to cement domestic (and international) supply chain security where it begins and ends....at our Nation's Ports. 

I am a skilled senior executive sharpened by a 20+ year career in the United States Coast Guard where I had the privilege to be the Captain of two Coast Guard Cutters operated by some of the World's finest professional military mariners. Together, we conducted law enforcement missions on the high seas, executed search and rescue cases, and collaborated with domestic and international partners to help secure our porous maritime boundaries against illicit narcotics, human trafficking, fisheries and regulatory compliance, and cut my teeth in federal budgeting and how that impacts national security. In total, I spent 12 of my 20 year career on sea-going Cutters actively executing law enforcement and maritime security surface operations. 

After retiring, I prevented bad days from becoming disasters by building the resilience and disaster 
 response programs at a large teaching hospital, and worked as a defense contractor at Rice University bringing Academia, private ventures, and DOD together to make our forces faster, stronger, and more prepared to meet emerging global threats by advancing commercialization of dual-use technologies embedded at tier one research universities for commercial and military / defense applications. 

I am a lifelong learner with a strong academic pedigree with degrees from the United States Coast Guard Academy (BS, Management), Princeton University (MPP), and Rice University (MBA). My new "learning" interests include energy transition policy, energy economics, and trying to figure out where the fish are (I think I'll be working on that for a while).
