Motivated by the identification of the 2 commodity characteristics discussed in the Acres of Diamonds paper (in particular the Dynamic Flux findings), I led a development team that investigated the potential to utilize advanced algorithms as a means of reliably increasing purchasing autonomy at the local level while still adhering to centrally established objectives.  

The research was partly funded by the Government of Canada’s Scientific Research and Experimental Development - SR&ED program.  The end result was the introduction of the first algorithm-based purchasing tool that enabled a major public sector organization to realize a 23% cost of goods savings annually over a period of several years, while simultaneously reducing the total number of centralized buyers required to manage a major contract to 3 from an original 23.
