• Evaluated grants and other financial incentives in the $1.2 trillion Infrastructure Investment and Jobs Act (IIJA) that could be used to target, develop, and pursue state and local government business opportunities in energy efficiency, grid resiliency, EVs, and electrification for a $52 billion global provider of renewable energy and energy solutions.

• Conducted due diligence on a $2 billion renewable energy and EV charging repair and maintenance market opportunity resulting from IIJA programs for a private equity firm’s investment in a repair and maintenance company for utility-scale renewables and battery storage assets.

• Identified over $1 billion in ZEV and vehicle charging infrastructure incentives available from California state and local governments and investor-owned utilities (IOU) for a national truck leasing company and its customers. Implemented a strategy to engage with decision-makers, apply for incentives, and educate stakeholders about the Company’s vehicle leasing program to expand the vehicle incentives to include both leased and purchased vehicles.

• Assessed state financial incentives, technical feasibility, and policy readiness for an investment in a battery-electric vehicle-to-grid (V2G) capable electric school bus for a private equity firm that owned a bus manufacturer.

• Analyzed the American Recovery and Reinvestment Act of 2009 (ARRA) to identify clean energy, infrastructure investment, and energy efficiency financial incentives that could lead to state and local government business opportunities and then formulated and implemented strategies for companies, private equity firms, and national economic development agencies to pursue the business.

Served as one of the principal architects of an integrated economic and human health risk assessment model that was used to analyze legislative reauthorization proposals for the federal Superfund program. Designed a methodological framework for assessing how different risk analysis protocols, risk reduction objectives, and other risk-related remedy section criteria affect the selection and cost of remedy methods implemented at hazardous waste sites. Provided technical guidance to a multi-disciplinary modeling team and coordinated model development activities between two project offices.

While serving as an economist on a legislative reauthorization task force, advised senior negotiators and political appointees on economic, budgetary, and program implementation issues related to the legislative reauthorization of the federal Superfund program. Represented the Agency at meetings convened by the Office of Management and Budget (OMB) and during technical negotiations with congressional staff and program stakeholders. As an economist in the Superfund enforcement program, designed and led an organizational assessment that identified policy, systems, and process improvements that increased annual settlements from $400 million to $1.1 billion.

Key member of a multi-disciplinary project team that prepared the first Non-Binding Allocation of Responsibility (NBAR) under the Superfund statute for US v. Over the next 10 years, the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) will stimulate trillions of dollars in clean energy investment. In addition, tax and financial incentives in the IRA will result in significant re-shoring of clean energy and electric vehicle (EV) manufacturing and related supply chains to the United States. According to the ZERO LAB at Princeton University, IRA alone could drive nearly $3.5 trillion in cumulative capital investment in new energy supply infrastructure over the next decade.
