Provincial Health Services Authority

Privacy Officer

•	Completes or reviews privacy impact assessments to evaluate whether initiatives that involve personal information carried out by PHSA program areas meet the requirements of the BC Freedom of Information and Protection of Privacy Act. 
•	Provides recommendations to PHSA program areas and member agency staff regarding strategies for mitigating privacy risks associated with initiatives that involve the collection, use and disclosure of personal information.  
•	Responds to inquiries about compliance with privacy legislation and policy.
•	Co-chairing an Education Harmonization Working Group tasked with developing messaging content for distribution during Privacy & Security Awareness Week.

Privacy Advisor

•Managed corporate freedom of information requests for PHSA and member agencies. Reviewed requests and provided redaction and disclosure recommendations to ensure compliance with the BC Freedom of Information and Protection of Privacy Act. 
•Provided direction to PHSA program areas and member agency staff regarding procedures for the routine disclosure of information. 
•Reviewed previous case files, Office of the Information and Privacy Commissioner mediation files and Information and Privacy Commissioner Orders and judicial reviews.

Freedom of Information Advisor

Ministry of Finance

•Promoted to this position and now reporting directly to Manager Intergovernmental Relations & Related Programs, group responsible for overseeing exchange of information between Ministry of Finance and various stakeholders.
•Researched, developed and negotiated ‘Information Sharing Agreements’ and ‘Memorandums of Understanding’ with a variety of stakeholders to facilitate operation of various programs within the Ministry and to enable  completion of external audits. 
•Completes ‘Privacy Impact Assessments’ for a variety of programs, systems and initiatives, essential for the proper collection, use, and disclosure of personal information while maintaining public trust. 
•Selected as Freedom of Information Administrator to ensure the Income Taxation Branch’s compliance with the Freedom of Information and Protection of Privacy Act by enabling timely release of information to entitled applicants where legislative authority exists.
•Assisted with development of research methodology and then conducted qualitative and quantitative analyses resulting in positive actions to improve tax compliance.

Project Officer

•Promoted to this position reporting directly to Manager of Corporate Income Tax & Related Programs, responsible for working collaboratively on the administration of various provincial tax credit and benefit programs. 
•Trained new staff on eligibility requirements, policies and procedures resulting in significant productivity improvements. 
•Conducted final review and approval on a multiplicity of program applications; coordinated follow-up on income tax recoveries owing to the Canada Revenue Agency, all resulting in more effective results from the program.
•Drafted informational documents for the Minister to enable informed decision-making; and provided vacation coverage for management as required.

Audit Analyst

•Recruited to this position reporting directly to Manager, Income Tax Advisory, responsible for assisting with various assignments and projects primarily related to various provincial tax credit and benefit programs.
•Completed many research assignments relating to existing legislation, interpretation of ‘Information Disclosure Authorities’, and Insurance Premium Tax Appeals resulting in the development of new reference resources and simplified approach to on-going Technical Interpretations and Rulings.
•Drafted system and procedural requirements, including application form, supporting schedule, instruction guide and web page content, resulting in smooth implementation of the First-Time New Home Buyers’ Bonus program. 
•Audited large volume of BC First-Time New Home Buyers' Bonus Application Forms and Training Tax Credit claims resulting in significant cash recoveries from ineligible applicants.

Intern

TransLink

•Recruited to this position reporting directly to Tolling Audit Manager, group responsible for overseeing Parking Tax (“PT”) operations which provide approximately $57 million  annual cash flow to TransLink. 
•Collaborated on the development and implementation of a new system resulting in the successful transfer of PT operations from FIN to TransLink.
•Interpreted legislation to determine PT exemption qualifications; processed vendor returns and related bank deposits; and reconciled PT operating system with general bank account to ensure accurate and reliable data processing.
