Interim executive role. Delivered high quality operational services consistent with national policy, procedures and performance requirements to improve patient health and safety. Managed the transition of over 100 staff to a new national operating model and contributed to development of organisational policies, programs and service delivery improvements. Proactively engaged with stakeholder management across a diverse and broad range of health professionals, senior state departmental officers and industry bodies. 
Achievements:
•	Designed and implemented governance procedures for high risk operations 
•	Developed and executed of state-wide staff wellbeing program to address mental health safety
•	Developed and executed of learning and development program to improve staff engagement and knowledge base
•	Initiated information sharing procedures between AHPRA and relevant regulators

State Manager (Victoria)

Victorian Building Authority

Achievements:
•  Led the establishment of the VBA's response to the Victorian Government's Report on Combustible Cladding Use in Victoria 
• Identification and introduction of a sophisticated data analysis platform designed to significantly reduce inefficiencies and developing new insights available with current data holdings
• Developed and led the implementation of the VBA compliance and enforcement strategy which outlines how the VBA will deliver its regulatory role to maximise industry compliance. It establishes a fair, consistent and appropriate approach by the VBA to compliance and responding to non-compliance. 
• Developed and led the implementation of new standards for assessment and investigation of matters by the VBA for non-compliance in building industry, including the development of a prosecutions policy and an audit policy.
• Developed VBA ICT strategy for 2016-2019 business cycle

I have led three separate divisions within the VBA. In these roles I have been responsible for minimising risk and non-compliance through proactive and reactive measures, including audits, inspections, investigations, commencing disciplinary/criminal proceedings for plumbing and building activities across the State of Victoria. I have been accountable for the delivery of frontline customer service units and for the collection of approximately $35 million in levies across Victoria. The VBA operates in a $35 billion industry.

Victorian Commission for Gambling and Liquor Regulation

Achievements:
•	Led sensitive workplace negotiations with relevant union, Fair Work Commission (federal body) and VCGLR representatives at Executive and Board levels to deliver a new organisational compliance structure.
•	Developed and implemented service delivery standards for operational activities.
•	Developed new policies and procedures for operational activities, benchmarked to existing standards, for example, Australian Government Investigation Standards.

Appointed 12 months after the formation of the VCGLR to lead and deliver a new compliance approach for industries that accounted for $10 billion in social harm through alcohol abuse and gambling losses. Designed and delivered compliance integration in the VCGLR resulting in greater flexibility of resource deployment, a greater capacity to respond to state wide issues and equal employment conditions (in some cases less favourable) for staff performing similar functions.

Public Interest Monitor

Achievements:
• Developed the PIM’s vision, standard operating procedures and measurable outcomes for highly skilled barristers (including a Queen’s Counsel) and other PIM staff to allow for the effective governance and operation of the PIM.
• Established both formal and informal relationships with key stakeholders, such as the Chief Commissioner of Police, Departmental secretaries and other senior executive management across large statutory bodies.
• Delivered the outcomes on short time frame (3 months) and minimal budget.

Requested by Department of Justice to establish the operational functionality of the Public Interest Monitor (PIM), a new statutory body created to provide oversight and represent the public interest for some of the most significant and intrusive powers available to law enforcement, such as telephone intercepts and listening devices. The PIM has a role prior to, and at hearings of, applications for these powers to the courts. The PIM tests the content and sufficiency of material relied upon by law enforcement agencies in seeking the warrant or power.

Operational Development Manager

Department of Justice and Regulation, Victoria, Australia

Achievements:
• Developed a recommended operating framework and content of procedures and policies required to underpin the lawful, effective and appropriate use of powers, and compliance with obligations, under legislation relevant to the creation and operation of the Independent Broad-based Anti-corruption Commission (IBAC). 
• Recommended staff minimum qualification, standards and options for meeting those needs, in light of proposed operating frameworks.

Led and developed the recommended operational capability for Victoria's first anti-corruption commission which oversees approximately 300,000 Victorian public servants, including Victoria Police.

Achievements:
• Successfully established the operational arm of RAV, the Compliance Directorate, including its operating model and supporting procedures for inspections and investigations.
• Led a number of high profile investigations into large national corporate bodies breaching liquor laws.
• Initiated and led a change process in liquor licensing that were the most significant and high profile changes in the area for over 20 years.

Led and set regulatory strategic direction for licensing and compliance activities to respond to over 90,000 enquiries and 19,000 licensees across Victoria in an industry with approximately 50,000 employees, generating $337 million in business activity.
