Included all new mechanical room equipment, chillers, boilers, direct digital control system, and power.

Managed task order contracts for designers, engineers, and general contractors.  Gathered IT, communication, and other unique customer requirements in classified facilities; ensuring design and implementation met these requirements. 

Provided construction oversight, project management and technical guidance for the installation of a modular mechanical shop for at the American Embassy, Kuwait. Designed Phase Two tenant fit-out for the American Consulate, Dubai, United Arab Emirates.

Project Manager for 3124 Q. Street, N.W. Washington D.C.  Project consisted of a ~$20 million adaptive re-use of an historic structure.  Managed subcontractors in structural concrete, structural steel, underpinning, earthwork and excavation, geothermal systems, HVAC, power, lighting, rough carpentry, finish carpentry, Audio-Video, masonry, flooring, swimming pools, and elevators.

Project Manager for a homeowner converting swimming pool changing rooms and indoor gym into a multi-media room.

A trusted advisor in Capital Programming founded on more than 30 years of performance-based and knowledge-based services contract leadership across all phases of the capital program lifecycle, to include planning & budgeting, analysis of alternatives, acquisitions, management in use, and disposal of capital assets.

Joel's collaborative mindset enables cross-functional teams to excel in complex program delivery. This included an  energy savings performance contract (ESPC) for the Architect of the Capitol that resulted in a 35% reduction in energy usage.
