Roohi works on variety of environmental and hydrogeological projects including preparation of technical and commercial proposals, project management and coordination, preparation of plans and designs, field investigation and supervision, and preparation of engineering and environmental reports. 
Roohi’s project experience includes groundwater management and sustainability studies, hydrogeological and hydrological investigations, soil and groundwater remediation, groundwater and chemical transport modeling, data management systems, environmental permitting, Phase I and II environmental site assessments (ESA), and waste characterization investigations (WCI).

Project Engineer / Business Development

–      Prepared numerous Site Closure Reports, Groundwater Monitoring Reports, Phase II Environmental Site Assessments (ESAs) and other Technical Reports for multiple contaminated Sites. 
–	Prepared Phase I ESAs Reports for numerous properties, including commercial, industrial, residential, and vacant properties. Assessments conducted in accordance with ASTM Standard Practice E1527-05 (AAI).
–	Developed a PC application using MATLAB for determining depth and extent of soil excavation in a contaminated region based on clean up criteria
–	Data base management using Microsoft Access to report the laboratory data in the client requested format. 
–	Experienced with modeling to estimate natural attenuation of organic compounds in groundwater. Utilized EPA’s “BIOSCRN for Groundwater Contamination.” 
–	Developed head contour maps for groundwater levels and isoconcentration contours for different chemicals using Surfer. ArcGIS and AutoCAD are implemented to report the calculated contours on the site map.  
–	Analyzed pumping tests for the evaluation of site conditions.
–	Oversaw soil sampling activities for an Environmental Site Investigation. 238 boring were drilled using Direct Push Technology. Analyzed samples on site using an XRF analyzer. Labeled approximately 900 samples and delivered to the laboratory.
–	Conducted groundwater monitoring at multiple sites with gasoline contamination. Sampled approximately 30 wells and recorded the field parameters such as PH, Conductivity and so on.
–	Conducted soil sampling at numerous sites. Advanced multiple hand auger borings and took samples from various depths.
–	Prepared work plans for Environmental Site Investigations. Proposed boring locations, scope of the work, sampling procedures, sample handling and analyses.
–	Prepared Environmental Site Investigation Reports for numerous sites. Interpreted data from laboratory and provided appropriate recommendation based on the results of the investigation.

Pump and Treat Project: Designed a “Pump and Treat” system in OC basin to stabilize the contaminated plume based on well-testing and hydrogeological data provided
Thesis Project: Analyzed effects of seismic activities on colloidal particles mobilization and enhancement of fracture permeability
2D Numerical Modeling of Tracer Distribution: Developed a dispersion model for a 2D groundwater basin using MATLAB

Mr. Roohi Toosi, PE is a passionate leader in the environmental and groundwater industry, with a mission to protect California’s groundwater for next generations. His background in petroleum engineering has equipped him with a broader knowledge of porous media and tools to solve subsurface complex issues. Mr. Toosi started his career by developing a computer program for designing excavation limits for soil remediation, which led to his employment at Rubicon Engineering Corporation. His passion and capabilities empowered him to grow fast within the company and during a short time he transitioned from part time engineer to vice president of Rubicon. Recently, as A-Tech Consulting’s Director of Engineering he established a new department within the company to expand A-Tech’s service offerings. In December 2022, Mr. Toosi established APEX Environmental & Water Resources, LLC to utilize his accumulated experience to serve the clients more efficiently and cost-effectively. Over the course of his career, Mr. Toosi has conducted and managed projects for utilities, school districts, municipalities, military bases, private developers, contractors, farmers, water districts, and large consulting firms. His expertise encompasses all aspects of environmental engineering and hydrogeology, with emphasis on subsurface investigation and remediation. He is an active member of the Technical Committee for California’s Groundwater Resources Association (GRA) and contributes to the State’s pressing issues such as SGMA and PFAS, by coauthoring articles for the GRA’s Hydrovisions magazine.
