State of Crypto 2026: From Election to Legislation

Three days after Ghana's 69th Independence Day, Blockchain.com announced on March 9th, its formal expansion into the country after success in Nigeria. The same day, Ghana's Securities and Exchange Commission published its updated Regulatory Sandbox Licensing Guidelines.

That timing alone deserves a closer look.

KoinKoin ’s Mimi Kufuor raised the right questions in a recent post. I went down the regulatory rabbit hole after pulling the regulatory thread: Act 1154, VARO, the sandbox launch announcement, the SEC's foreign investment directive, the advertising ban, and the company's own stated commitments to compliance through its Africa general manager.

The Senate passed a sweeping housing bill yesterday, 89 to 10. Buried in the final pages is a provision banning the Federal Reserve from issuing a digital dollar through 2030.

Most of the coverage has focused on the housing provisions. But the CBDC ban raises questions that deserve more attention than they are getting.

Three in particular:

The ban only covers retail CBDCs, not wholesale. Most people hearing “digital dollar ban” do not realize the scope is narrower than it sounds.

The bill protects “open, permissionless, and private” digital currencies, but that carveout creates a design standard only private issuers can meet. The Fed is structurally locked out. And the agency best positioned to protect consumers in digital payments, the CFPB, has been gutted.

No one in Congress is asking the most fundamental question: in a market where two private issuers control 88% of stablecoin market share, who is advocating for the actual users?

Being pro-crypto should mean more than being pro-crypto industry.

Less than 24 hours after my Forbes analysis went live, Ghana’s Chamber of Digital Assets and Blockchain Innovations (CDABI) issued a formal public statement raising compliance questions about Blockchain.com’s Ghana launch campaign. 

CDABI has written to the Bank of Ghana and the SEC, and directly to Blockchain.com’s Africa leadership.

The questions raised in my article are formally on the record with Ghana’s regulators. The framework exists. The industry is watching. And the expectation is compliance. Full stop.

Ghana’s digital asset market is open for business. We mean that.

When Blockchain.com announced its Ghana launch on 9 March 2026, CDABI welcomed it without hesitation. The entry of a globally recognised virtual asset platform into our market is exactly the kind of signal that tells the world Ghana is serious about digital finance.

But welcome does not mean waiver.

On 20 February 2026, the Bank of Ghana and the Securities and Exchange Commission issued a joint directive under Act 1154 requiring all VASPs to obtain explicit prior authorisation from both regulators before commencing mass marketing or public promotional campaigns targeting Ghanaian consumers.

CDABI observed a mass consumer-facing campaign. We raised it.

Not to penalise. Not to obstruct. But because the rule applies to everyone, regardless of global profile or country of incorporation. That principle of uniform application is the foundation of any credible regulatory regime. VASPs that complied with the joint directive did so at real operational cost. Consistency is not optional.

We have written formally to the Bank of Ghana and the SEC. We have also written directly to Blockchain.com’s Africa leadership, extending an invitation to engage with CDABI as a formal regulatory partner for its Ghana operations.

This is what a responsible industry body does. We build the market. We protect consumers. We hold the line on compliance, including when the subject is a platform we genuinely want to see here.
Ghana is becoming a well-governed centre for digital asset activity in West Africa. That reputation is worth protecting.
