GIS Applications Development at a small Municipal Water District with no GIS resources except 3 licenses of ArcGIS, a large document scanner, a plotter and a position for a GIS Developer.
Ground up development using Oracle and Delphi.

Geographic Information Systems Developer (Consultant)

Union Bank of California

This is where I worked on large organizational data integration across systems and departments.

Delphi/Oracle applications development for Union Bank. 1 of 2 Oracle programmers for a 15 person development group.  Primary responsibility was client integrated data with websites, the bank mainframes, Oracle, ATMs and document scans. Designed and built Delphi, Swing Java UI and Oracle back-end for a product called Cash and Save and a maintenance programmer on project Oasis.
Software was distributed across the State of California.

Senior Oracle Applications Developer

Otay Municipal Water District

This is where I learned about the politics in GIS... Technical Success & Political Failure a Pyrrhic Victory at best.

Ground up GIS program including, but not limited to surveyed asset location, data creation, orthophotos, and Oracle/Delphi application development.  A team of 11, 5 in-house staff and 6 consultants. Budget $3.5 million over 5 years. $1.6 million was invested in data creation. Finished project 5 month ahead of schedule and came in $231,000 under budget.

San Diego Data Processing Corp

This is where I learned about County Wide Multi Jurisdictional GIS Systems. & Large GIS data Migrations from flavor A to flavor B.
Principle GIS developer & project lead with a team of 4, on a County wide GIS water and wastewater infrastructure project called Splash II coding with AML, and  Map Librarian  with eventual migration to ArcStorm and the Oracle Database..  At the time this was the largest GIS project in the United States. (Largest in terms of the amount of Data being processed, maintained stored and queried and the amount of money being spent)  San Diego County has created one of the most complete geospatial datasets I have seen to this date.

The City of Encinitas

This is where I started learning about GIS

Encinitas had the first independent GIS program outside of the County of San Diego, Using ArcInfo, AML and Coverages. The business data was on an AS400, internal business applications were developed internally using C and RPG, which were the languages compatible with the AS400 at the time. The middle-ware technology that connected the business side and GIS was from a company called Technosis.

Created the City of Encinitas Seal  with Harvard Graphics.  The horse head was the 2nd version that passed the Board.  The version without the horse head did not.
