Joseph Robert is currently the Chief Executive Officer of Robert Ventures, with over 20 years of asset management experience. Today’s consultation on systemic 𝐬𝐭𝐚𝐛𝐥𝐞𝐜𝐨𝐢𝐧𝐬 is one of those quiet but defining moments in 𝐟𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐢𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞.

The 𝐔𝐊 wants to bring stablecoins into the regulated payments system, but under a framework that feels more 𝐜𝐞𝐧𝐭𝐫𝐚𝐥-𝐛𝐚𝐧𝐤-𝐟𝐢𝐫𝐬𝐭 𝐭𝐡𝐚𝐧 𝐦𝐚𝐫𝐤𝐞𝐭-𝐟𝐢𝐫𝐬𝐭.

𝑯𝒆𝒓𝒆’𝒔 𝒕𝒉𝒆 𝒔𝒕𝒓𝒖𝒄𝒕𝒖𝒓𝒆:
40% of reserves are parked at the Bank (earning nothing).
60% can sit in short-term government debt (earning something).
And yes, individual holding limits are at £20,000.

On paper, this keeps stability intact. In practice, it might keep innovation out.

If you look closer, it’s a cautious attempt to design a revenue model for regulation.
You can issue a stablecoin, but you’ll pay the opportunity cost through unremunerated reserves.
You can scale, but only if HM Treasury calls you “systemic.”

It’s not hostile, but it’s hardly fertile ground either.

The US is trying to integrate stablecoins into banking.
The EU capped them.
The UK seems to be licensing them, but only for the “𝐭𝐫𝐮𝐬𝐭𝐞𝐝 𝐟𝐞𝐰.”

Every country says it wants innovation, until innovation starts to touch the banking rails.

𝐓𝐡𝐞 𝐢𝐫𝐨𝐧𝐲? GBP stablecoins today total just $1.6 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 in circulation.
That’s smaller than the daily volume of a mid-tier DeFi token.

The UK could have used this moment to position itself as the sandbox for global stablecoin liquidity.
Instead, it has been chosen to ensure the rails stay firmly in traditional hands.

Maybe the question isn’t whether the Bank of England is right or wrong.
Maybe it’s whether innovation can still thrive when it has to ask for permission first.
