The Association of Texas Professional Educators (ATPE) is the leading educators’ association in Texas and the largest independent educators’ association in the United States. As a member owned and governed professional organization, ATPE exists to serve the needs of Texas public educators and fights for our schools on the local, state and national levels.

As the director of Marketing & Communications, I managed an eight-person team with the primary purpose of supporting membership development goals and positioning ATPE as the voice of public education in Texas. This included producing annual membership campaigns, editing the organization's quarterly magazine, and writing and editing articles and other promotional materials.

With a team of 20 and a core group of volunteers, Elaine managed daily operations, programs, visibility and financial stability of the American Red Cross of Central Texas. The organization serves a nine-county area of 1.6 million people. During this time, she led efforts to integrate communications and development plans to support revenue goals, created and conducted numerous board training sessions on the topic of fund development in priority markets, and taught courses in Public Affairs.

Disaster Leadership as Chief Executive Officer

Directed communications, marketing, and financial development for $2 million nonprofit organization. Integrated communications and development departments, established policies, and created a comprehensive communications and development plan. Significantly increased funding from foundations, individuals, and corporations. Hired, trained, and managed staff; created and administered departmental budgets. Founded Pets America Partnership, Inc., a 501c3 nonprofit organization, in 2005 to help ensure emergency management plans included animal welfare. Collaborated with governmental agencies, universities, veterinary medical associations, and other nonprofits internationally. Wrote and produced Pet First Aid & Disaster Response education materials, and taught courses in emergency response.
