Directed the activities of 10 Contract Managers at Headquarters and three satellite offices while overseeing all phases of Indefinite Delivery/Indefinite Quantity (IDIQ) contract management for approximately $200M in federal contracts annually. Partnered with stakeholders including Senior Management, Business Development, and Engineering to negotiate terms and conditions of Non-Disclosure Agreements, Teaming Agreements, Operating Agreements, Joint Ventures, and Strategic Alliance Agreements. Negotiated contract language and pricing with Contract Specialists, Contracting Officers, DCAA Auditors, Contracts Managers, CEOs, and CFOs. 
♣	Won $150M in new contracts per annum
♣	Collaborated with the Quality Assurance Director to develop a company-wide purchasing procedure compliant with AS9100 and ISO Quality Management Systems eliminate redundancies and streamline purchasing procedures. 
♣	Accelerated the development of contracts, amendments, and Statements of Work (SOW).
♣	Initiated contract closeouts and collected $1M in outstanding dollars per annum.
♣	Instituted a series of internal processes to optimize Strategic Sourcing including gathering market information, developing a supplier portfolio, and managing supplier relationships. Established monthly conference calls, interactive meetings and provided a support system for staff.

Achieved outstanding customer service and fully accountable for purchasing, vendor sourcing, tracking financing data, overseeing invoicing and accounting system reconciliation, meeting contract deliverable deadlines for over 183 EPA sites.
Cultivated 100% growth in new work generated under contract.
Upgraded quality of products delivered to customer by reducing labor hours using updated software systems. Mentored and promoted cross-training of professional-level interdisciplinary staff.

Senior Project Manager

Managed the maintenance of 600+ emergency response equipment related to hazardous materials response situations in four different warehouses for the EPA Region 3 Superfund Emergency Response Warehouse.
Selected full-time staff and launched an aggressive corrective action plan to address government statement of work issues and contract terms.
Initiated an emergency response contact network through a combination of in-house staff and subcontractors.
Renegotiated current contract to correct inaccurate government estimate. Adjustments in Other Direct Costs and Labor Hours resulted.

Initiated day-to-day operations of marketing, obtained and maintained new business clients.
Interfaced with corporate, retail, hotel, university operations directors and general contractors.

Clinical law professor supervising student attorneys in legal clinics representing poor residents of the District of Columbia. Together with my students, we helped aspiring entrepreneurs start small businesses and nonprofits to support their communities. I later worked with nonprofit organizations and community groups who advocated for legislative change to advance racial justice, gender equality, and LGBTQIA rights. After retiring from full-time teaching in 2019, I became a Professor Emerita to maintain my connection with the law school's mission.

The Gender Justice Project

I founded the Gender Justice Project (GJP) at UDC Law School in 2017 to heighten awareness of legal issues that impact women and the LGBTQ community by amplifying the voices of UDC Law faculty, students, clients, and community activists.  The GJP worked with nonprofit organizations and community groups to combat gender inequities using a wide array of strategies designed to influence public policy development and legislation. The GJP also sponsored courses, conferences, roundtables, and other events to facilitate dialogue and action on issues affecting women and the LGBTQI community.

The GJP is committed to principles of intersectionality and representation. We recognize that justice cannot be served unless women of all races, ethnicities, gender identities, sexual orientation, religious beliefs, socio-economic status, age, and ability have a seat at the table where decisions are made. We advocate for representation in every arena, from business to entertainment to government and the legal profession. We believe that the tools of law and policy should be leveraged for the good of those who have been marginalized and left out of the decisions that affect us all.
