Wealthy Chinese are moving their family offices from Singapore to Dubai and Abu Dhabi. Singapore had attracted them with stability, low taxes, and paths to residency or citizenship, but a high-profile scandal involving Singaporean banks led to tighter scrutiny and slower approvals.

In contrast, the UAE has introduced “golden visas” granting up to 10 years of residency, simplified regulations, and a business-friendly environment. Dubai, especially, appeals to affluent Chinese—including crypto investors—thanks to its flexibility and speed in setting up operations.

Tougher compliance in Singapore and easier access in the Gulf are now redirecting Chinese wealth toward the UAE.

Neom was launched as a $500bn project funded largely by Saudi Arabia’s Public Investment Fund, with additional capital expected from foreign investors. Its anchor development, The Line, was planned as a 170km-long, 200m-wide, 500m-tall linear city designed to host 9mn residents. 

Concept designs included a 300m-high gateway leading into a “Hidden Marina” large enough for the world’s biggest cruise ships, a suspended structure called the Chandelier roughly the height of the Eiffel Tower, and a 45,000-seat stadium intended for the 2034 World Cup.

As planning progressed, cost estimates rose sharply. Executives were told in 2021 that project costs had increased to $1.6tn, and later internal estimates suggested up to $4.5tn. Calculations showed the development would require around 60% of the world’s annual supply of recycled steel and more cement than France produces each year, driving material costs higher.

While Neom originally targeted completion of the first phase by 2030, officials now describe it as a generational project that could require more than 100 years, with progress constrained by engineering complexity, material demands, and cautious investor interest.
