Jesse leads Employee Experience and Wellbeing Initiatives in Human Resources, and is a champion for purpose-driven, meaningful work.

In this role he oversees employee experience across the employment lifecycle, and has boosted sustainable engagement by more than 27% over his term.

As an experienced international people manager, Jesse consistently delivers measurable results to management and the Board via strategic initiatives for over 69,000 employees from over 90 nations.

In addition, he leads the strategy and reporting for the “S” Dimension of ESG, applying the GRI framework to develop meaningful and material reporting to investors and stakeholders.

Jesse is a passionate advocate for ‘work that works’, bringing together empowerment, emotional intelligence, authenticity, trust, and diversity to craft a culture of engagement and performance that leaves no one behind.

Head of Employee Experience

In this role, Jesse led external partnerships for strategic national and international organizations including the World Economic Forum (WEF), the United Nations (UN) SDGs, Association for Talent Development (ATD), and Japan Center for Cooperation on Petroleum (JCCP).

Jesse was a key contributor to the World Economic Forum (WEF) “Future of Work” project, and contributed to the seminal work, “HR 4.0: Shaping People Strategies in the Fourth Industrial Revolution”.  He was also a member of the Steering Committee for the “Leadership 4.0”, designing a framework for future leadership in oil & gas.

During the Pandemic, Jesse led the execution of the “Pandemic Transformation Committee”, which worked across 7 dimensions to benchmark Aramco’s response. His concentrations included ESG, Future of Work, Leadership Development, and Diversity, Equity & Inclusion (DE&I).

Strategic Partnerships

Led advisory and consultative strategy development for Diversity, Equity & Inclusion (DI&E), Human Resources, and Leadership Development for Upstream Business, as well as coordinator and liaison for the World Economic Forum.

Key outcomes include a 34% improvement in Diversity metrics, establishment of a comprehensive HR Strategy with 27 time-bound initiatives, and identification of best practices and external communications for Saudi Aramco.

Senior Policy Advisor

U.S. Department of State

Directly negotiated over $220 million in deal flow, mostly in the hydrocarbon industry, including $110 million agent/representative agreement for US Steel.  

U.S. Government lead for development of training and localization efforts for Saudi Petroleum Services Polytechnic (SPSP).  In this role, I introduced them to 25 new training and vocational institutions for new certification and development efforts. Developed and managed the first “US-Saudi Businesswomen’s Forum” with Halliburton & 3M to support Saudi women’s development and employment. 

Created and managed the “EP Healthcare Summit” which led to $10 million signing for Varian equipment with JohnsHopkins AramcoHealthcare (JHAH).  Led a delegation of 150 Saudi businessmen to OTC, the largest global oil show, with $25 million in follow-on deals. Organized the Chairman of ExIm Bank’s Visit to Saudi Arabia ($4.2 Billion Loan Profile in KSA).

Principal Officer

Deputy Senior Officer with operational and financial administration responsibilities for the Embassy Trade Section in the world’s most populous Muslim country.  

While in this role, I was able to negotiate a significant number of ground-breaking trade and development agreements.  Together with my counterparts in ASEAN, we created the “US-Indonesian Aviation Cooperation Council” consisting of Indonesian Ministry of Transportation, US Federal Aviation Administration (FAA) and 15+ Private sector companies.  

In addition, I served as the Senior Officer responsible for Secretary Pritzker at APEC 2013, including policy analysis & briefings, speechwriting, and protocol for APEC Ministerial Meetings and CEO Summit.  

Negotiated over $360 million in Clean Energy deals between American companies and ASEAN countries and companies which were awarded in the presence of the Secretary at APEC 2013.  

Finally, I had the pleasure to serve as an ex officio Board Member of AmCham Indonesia, and was the Committee Lead for Aviation & Transportation.

Deputy Head Of Mission

Xavier University of Louisiana

Developed course curriculum for International Business for courses with over 150 students in multiple courses.  Unique focus on HBCU experience in International Business and Entrepreneurship. Completely overhauled curriculum to re-orient the experiences to include small and local businesses in the international arena.   

Project lead for the ‘International Corner', which featured dedicated resources for research on international opportunities for small business.  

Co-wrote articles on how SMEs can take advantage of internet technology to take their business global with the Dean of the Business School.

Adjunct Professor

U.S. Commercial Service

Commercial Officer promoting and assisting Louisiana companies in International expansion, trade issue mitigation and negotiation, and creating entrepreneurial opportunities for small and medium-sized enterprises (SMEs). Led development and re-training efforts on international business matters for SMEs affected by the Gulf Horizon Oil Spill.  Managed three Secretarial missions to the Gulf to address the concerns of indigenous tribes and the fishing industry.  Developed program with Louisiana Seafood Promotion Board to build connections with international organizations for export.

Regional Head, Strategic Partnerships

Commercial Consul for Jeddah and the Western Provinces of Saudi Arabia.  Key projects included liaison work with SAGIA on the KAEC site in Rabigh, KAUST liaison and project work with US companies, educational institutions, and SBG/Saudi Oger.  Received the State Department's "Superior Honor Award" for bringing three State-led trade delegations (MN, IA, VA) and managing the visit of Rep. Keith Ellison, the first Muslim elected to the U.S. Congress.

Diplomat

Responsible for Commercial and Trade Affairs for Riyadh and Al-Najd.  Office lead for SAGIA liaison work, KSA Economic Cities program, MODON, and HRDF.  Key actor in training and industrial development work with SABIC.  Portfolio included Education, Training, Automotive, and Power Generation.

U.S. Department of Commerce

Lead responsible for key global initiatives including Workforce Development, Rule of Law Program, and IT Tools.  Course designer and instructor for Congressionally-mandate 'Human Rights' training course. Received Langevin Certification in Training Design and Development.

Director of Learning and Development

Telos Corporation

Account Executive, Western Europe - Developed $29 million sales base to Military and US Government installations throughout Western Europe, including channel partner development (Cisco, Microsoft, NetApp, Dell, IBM, and HP).  Responsible for training and certification of staff, including Microsoft Certified Solutions Expert (MCSE) and Microsoft Certified Professional (MCP).

European Account Executive

Jesse currently leads Employee Experience for Human Resources at the world’s largest integrated energy company.  He previously led the “Pandemic Transformation Committee” and is a recognized contributor to the “Future of Work” project at the World Economic Forum (WEF).  He was also a consultant on “HR 4.0: Shaping People Strategies in the Fourth Industrial Revolution” and “Towards a Reskilling Revolution.” His responsibilities include ESG, Employee Experience, Strategic Partnerships, Leadership Development, and Diversity & Inclusion.

He began his international career in 1999 with Telos Corporation, where he was head of the $29 million Western European account in Heidelberg, Germany. In 2004, he entered government service with the US Department of Commerce, serving first in the Office of Strategic Planning, and then as Director of Global Market Research. 

In September of 2007, he began his first tour as a Diplomat in Riyadh, Saudi Arabia. He was then promoted to Commercial Consul for Jeddah. His third tour was in New Orleans, assisting Louisiana companies with post-Katrina recovery. During this period, Mr. Lapierre was also an Adjunct Professor at Xavier University, teaching courses on International Business and E-Commerce. 

Immediately after New Orleans, Jesse assumed his role as the Deputy Senior Commercial Officer at the Embassy of the United States in Jakarta, Indonesia, where his notable accomplishments included bringing in over $365 million in Clean Energy investments at APEC 2013, and more than 20 new US Franchises to Indonesia. 

In 2014, he was assigned as the Principal Commercial Officer at the US Consulate in Dhahran, Saudi Arabia.  In this role, he led international business development for the Eastern Province of Saudi Arabia, with over $200 million in total deal flow during his tenure.  He also created the first ‘Saudi Women’s Entrepreneurship Forum’ in 2015, ahead of the trend to bring more Saudi females into the workforce.

Jesse is from Massachusetts, and earned his B.A. in English Literature from Saint Anselm College in Manchester, NH and his M.A. in International Commerce and Policy from George Mason University in Arlington, VA. He has a certificate in Developmental Economics from Universitiet van Pretoria in Pretoria, South Africa.

He speaks Indonesian, French, German, Arabic, and Afrikaans. As a former professional rugby player, Jesse competed in South Africa and Australia. He currently serves as President of the Dhahran Youth Rugby Club, and is a Member for Grassroots and Youth Committee at the Saudi Arabian Rugby Federation.
