As an Independent Governor, I served on the Board and was responsible for overseeing the University's activities, shaping its future direction, and creating an environment where its mission could be achieved. From 2019, I served as the Chair of the Audit Committee, which required me to establish close relationships with the Auditors and Finance Director.

NHS Southampton City Clinical Commissioning Group (CCG)

NHS SC CCG are responsible for commissioning a range of health services for Southampton City residents. As MD, I was responsible for providing the vision, strategy, direction and day-to-day leadership of this public sector organisation with a budget of £450m and 130 staff comprising large, multi-disciplinary teams. 

◼️  Achieved “Good” rating for 2019/2020 in annual assessment from Regulator, (top 25% of NHS England CCGs) due to outstanding success in financial / business strategy producing a c£2.7m surplus, £12.1m of efficiencies and 9% increase in patients treated for cancer within 2 weeks.
◼️  One of top 3 CCG’s England for overall positive scores in national staff survey. 90% of staff recommended the organisation as a great place to work, significantly above the 65% average.  
◼️  Established Joint Commissioning Board for CCG and local council to facilitate collaboration and secure joint funding. Over £100m of funds have been pooled between both parties. 
◼️  Led programme to consult and publish the first ever 5-year Health and Care Strategy for the City with detailed objectives and delivery plans for staff to implement. Stakeholders formally approved the plan with outstanding feedback received on the quality and ambition of the strategy. 
◼️  Successfully led organisations response to Covid-19, including full risk assessment and continuity planning, remote working strategy, provision of staff support, major incident response and testing protocol / planning. Achieved daily testing of over 1000 people per day over a 3-4-week period.

Managing Director

Hampshire & IOW STP is an umbrella body for 14 NHS and local authority organisations. It focuses on areas of health and care that can be improved by pooling resources or working at a larger scale. This was a part-time CFO role, reporting to the Partnership CEO, responsible for leading the financial strategy across a complex organisation with a combined budget of c£2.8bn and c50,000 staff. I was responsible for in-year financial performance, advising the Partnership Board on action required to meet performance / finance targets and the financial implications of strategic decisions.

◼️  Led programme to produce and agree a 5-year financial plan aligned with NHS long-term plan and underpinning overall partnership strategy. Succeeded in achieving consensus between 14 CEO’s and obtaining an additional £20m capital over a 5-year period. 
◼️  Created and chaired a Hampshire-wide Finance Director Group, producing monthly system finance and performance reports to support decision-making at the Partnership Board. Succeeded in reducing income and expenditure mismatches by over £60m. 
◼️  Led production of financial strategy to support restoration / recovery of services for the second half of 2020/21, including negotiations with 14 organisations to agree outcome, targeted at 90% of previous year and previously operating at 40-50%. Plans delivered within budget and currently on target.

Chief Financial Officer -	Hampshire & IOW Sustainability and Transformation Partnership (STP)

As CFO and Deputy CEO, I was responsible for financial and operational functions across the organisation including strategy, finance, governance, performance and corporate services.

◼️  Designed and established corporate services function at the point of creation, implementing risk-based controls to ensure robust financial and operational governance. Received substantial assurance from auditors for robust internal controls and clean external audit reports. 
◼️  Created and delivered ambitious financial and investment strategy to substantially exceed financial targets, including surpluses of £9.6m and efficiency savings of c£90m over a six-year period.  
◼️  Successfully led highly complex contract negotiations worth £560m with CCG providers, including an agreement with the hospital which covers 80% of the hospital income.

Chief Financial Officer & Deputy Chief Executive

NHS Bournemouth & Poole Primary Care Trust (PCT) 

Led the finance, estates and procurement functions for NHS Bournemouth & Poole, a PCT which formed part of the larger £1.2 Billion Dorset Cluster. 

Responsible for, and taking the lead on all of the PCT’s revenue and capital expenditure budgets, ensuring appropriate financial controls are in place to achieve all statutory financial duties across the £565m budget.

Overseeing the production of the PCTs statutory accounts and returns to the Department of Health.

Led the financial planning process across the PCT Cluster including the production of our long-term financial plan, which includes a detailed investment and QIPP cost reduction plan.

Deputy Director of Finance, Estates and Procurement

NHS Southampton City Primary Care Trust (PCT)

Fulfilled role as the Director of Finance for Southampton Community Healthcare, a PCT provider arm with an income of £90m. Reporting to the Managing Director of the Provider Services.

Led the finance, contracts and information functions of 40 staff advising the Provider Board on these areas. The Provider Board comprised of a Lay Chairman and Non-Executive Directors. 

Worked with fellow Directors and senior managers to produce a compelling vision and strategy for the provider arm, embracing national and local drivers for change. Contributing to decisions made by the Board.

Produced and implemented a financial strategy, increasing turnover by £20m over 3 years, releasing productivity and efficiency savings in excess of £12m delivering a surplus each year, against an inherited deficit position of £1m.

Reporting to the PCT Director of Finance, working closely with The Board and senior managers to lead the long-term planning process across the PCTs budgets (£300m revenue and £10m capital).
