Key Highlights:
•	Prepare pre-award, post-award and close-out documents involving contracts, financial assistance, and interagency agreements of critical importance to the Bureau of Safety and Environmental Enforcement (BSEE) and the Bureau of Ocean Energy Management (BOEM). This includes assisting in the planning, managing, directing, and overseeing of all contractual aspects of the acquisition.
•	Receive and review procurement requirement packages from the BSEE and BOEM Program Offices. Analyze procurement requirements including the statement of work.
•	Conduct market research and perform an analysis of the industry for the product or service to be obtained. Evaluate availability of the product or service, the ability to obtain competition, and capability of the competitors to supply the requirement.
•	Issue solicitations and oversee the competition process.
•	Oversee the technical evaluation of offers.
•	Conduct responsibility determinations for the selected vendor.
•	Create award document utilizing correct contract clauses and provisions.
•	Administer the contract award including a variety of modification types, issuance of show cause letters, notation agreements, and other administrative duties.
•	Maintain constant liaison with contractors to monitor progress and evaluate problem areas.
•	Provide expert advice and guidance on acquisitions to customers, program office personnel, other BOEM and BSEE personnel, and vendors.
