Policy Program Operations, Oversight, and Team Development:
▸Lead the preparation of the statewide Comprehensive Pest Prevention Program Analysis (C3PA) for the future of the pest prevention system in California to 2050. Provide hands-on leadership, strategic planning, and operational management to protect California from the damage caused by the introduction or spread of harmful plant pests; provide leadership of pest prevention and management programs that effectively protect California's +/- $50B agriculture industry, horticulture, natural resources, and urban environments from invasive plant pests; prevent the entry, spread and establishment of invasive plant pests that could be detrimental to the State's agriculture, public or natural resources; to continually analyze and improve pest detection programs to ensure California's pest free status for significant pests; and to provide state of the art plant pest diagnostics services.

The California High-Speed Rail Authority (Authority) has developed a long-term implementation program to construct the 800-mile California High-Speed Train Project (CHSTP) connecting Southern and Northern California. This $68 billion project includes final design and construction of the rail and civil infrastructure to support the first, true high-speed rail project in America, with trains operating at up to a 220 mph high-speed rail service, with procurement of Design/Build Contractors to begin construction in 2012.

Interim Deputy Director, Environmental Planning, California High Speed Rail Authority (January 2012 to November 2012)

Under the general direction of the CEO, provide leadership and advises the CEO on policies regarding environmental issues. Participates and serves as a member of the Executive Management Team of the Authority. Develop, implement, and oversee complex planning issues such as environmental compliance, mitigation, project monitoring, quality control, and quality assurance, to ensure successful completion of the Authority’s mission. Provide collaboration with Parsons Brinkerhoff, the Program Management Team (PMT) to ensure the achievement of project goals, objectives, and schedule. Coordinate with the Office of the Attorney General, State of California, and the Federal Railroad Administration (FRA) to assure the completion of the EIR/EIS and Agency approvals for the project segments. This includes the coordination, compliance, and completion of tasks for the Memorandum of Understanding (MOU) with the Authority, FRA, the U.S. Environmental Protection Agency (US EPA) and the U.S. Army Corps of Engineers (USACE). Provide leadership, collaboration, strategies, and approach with Federal and State Resource Agencies.
