On route to becoming a digital infrastructure powerhouse the constraint conversation is emerging in SE Asia. 

The pressure of power grids, water tables, land policy, cross-border energy flows, and public tolerance are technical inputs with serious political and social variables.

As one or more of the variables tighten so the pressure cascades.
The board-level question is changing:

- Are resilience plans built only for disruption, or for structural constraint?
- Is stakeholder mapping limited to regulators, or does it include communities and resource agencies?
- Are infrastructure commitments aligned with long-term resource policy not just short-term market incentives?

In growing markets the signals of a more calibrated regulatory posture are emerging. This is not anti-investment. It’s policy maturing around interdependence and social licence.
The next phase of growth will reward operators who understand: 
Resilience is multi-layered; technical, regulatory, environmental, societal.
- Planning for a crisis is necessary.
- Planning for constraint is strategic
- Planning for interdependence is leadership.

Following our partnership with The Rockefeller Foundation at the first NATO interdependencies conference, we have seen first-hand how infrastructure stress points compound across systems and how quickly they become governance issues.

Cranfield University is a British postgraduate public research university specialising in science, engineering, design, technology and management. Cranfield was founded as the College of Aeronautics in 1946

One year long intensive leadership and military training program resulting in commissioning into the British Army as a Second Lieutenant in the Royal Regiment of Artillery. Member of the Sovereign's Platoon - the top 10% of the intake of 200 candidates.

Founded in 1901 as Harper Adams College, is a public university located close to the village of Edgmond, near Newport, in Shropshire, England. Established in 1901, the college is a specialist provider of higher education for the agricultural and rural sector.

Rossall School is a co-educational day and boarding independent school for 0-18 year olds, between Cleveleys and Fleetwood, Lancashire. Rossall was founded in 1844 by St Vincent Beechey as a sister school to Marlborough College which had been founded the previous year

Working with the world's leading media and digital marketing communications company to support their reputation for excellence and continuity of service. 
Initially the company wished to confirm the incident management plan as being fit for purpose and prioritise activities for remedial action if required in order to meet the requirements set by their internal audit team. The purpose of the work was to enable the Technology Division to improve incident response preparedness and contribute to wider organisational resilience. 

Now work across the organisation from Board level. Most recently we conducted a media communications training followed a series of data beach scenario driven workshops with simulated media inputs. The Oakas Media simulation capability provided a fully immersive safe to fail, safe to learn environment. 


Cyber resilience 

Exercises are important tools to test and validate concepts, procedures, systems and tactics. More broadly, they enable militaries and civilian organisations deployed in theatres of operation to test capabilities and practise working together efficiently in a demanding crisis situation. 
Oakas has been engaged with NATO continuously since October 2008. Currently we are working with the Allied Rapid Reaction Corps which is in its NATO Reaction Force iteration. 

Defence - NATO Scenario development, media simulation and exercise support 

Engaged by a Critical National Infrastructure organisation (operator of essential services) to conduct an ongoing program of work with its technology division to prepare for and rehearse conditions in the case of a complex and ambiguous cyber attack. The intended outcome was to confirm the organisation's process and procedures for cyber security incident management and shared understanding amongst other interdependent organisations.

Various methodologies were employed to meet the requirements of the programme, including the development of a 4 phase cyber responders set of SOPs.


UK Critical National Infrastructure Resilience

Engaged by one of the ‘Big Four’ international consultancy companies to support the audit confirmation of internal capability, plans and procedures for response to a variety of potential incidents. The Crisis Management Team (CMT) was keen to conduct scenario workshops and exercises focusing on potential issues in the event of a significant data breach with regard to legal, regulatory, client relationships, suppliers, stakeholders, communications, media and business continuity. 

Cyber Resilience 

Following several incidents there was a growing realisation in the rail industry of a need for a more coherent and cohesive approach to managing rail emergencies throughout the UK. ​
Initial meetings demonstrated that there was similarly between the belief of where rail industry emergency management needed to be and where it actually was. Utilising the areas of good
practice which were implemented and where industry improvements were ongoing inconsistencies were identified as good practice was not always shared, and improvement initiatives are not always widely visible. Oakas representative formed part of a team to deliver a report focussed on three objectives:
- Evaluate the Industry’s current capability to effectively identify, plan for, respond and manage
potential and actual major incidents.
- Identify areas of improvement within the industry’s current approach
- Provide recommendations on the activity required to address the areas of improvement

Critical Infrastructure Resilience

A train operator required support to develop their internal crisis management / major incident exercising arrangements. The initial request was to provide support on delivery of a multi-agency exercise involving key players such as the British Transport Police (BTP) and other partners. Further exploratory conversations highlighted that there was also a need to up-skill and empower the incumbent officers with responsibility for emergency management. 
A multi agency scenario was developed to enable valuable training at all levels of the various organisations. The exercise was delivered, running concurrently at 3 geographical dispersed locations (Crew, Birmingham and London), offering challenge to the Board, managers as well as staff on site and all agencies involved. 

Critical Infrastructure Resilience 

Challenge: Our client is a major power distribution company with responsibility for ensuring that power is delivered to all users in a reliable, safe and sustainable manner. The protection of control systems from cyber threats is an evolving task. This is exacerbated by the necessary development of new frameworks and realigning relationships amongst various divisions within the enterprise, as well as between the enterprise and its external agencies. As a result a programme was required to help train and exercise staff to deal with constantly evolving cyber security challenges. Oakas was engaged to develop a program to deliver cyber attack scenario workshops for senior management teams. 

Approach: Oakas conducted an audit of existing processes and procedures and conducted a series of scoping meetings. Scenario led workshops were conducted with an agreed aim ‘to explore a complex and ambiguous potential cyber-attack, to confirm the organisation’s cyber security incident management arrangements and the shared understanding amongst the teams and to identify points for further development.’ The intention was to provide a vehicle to explore the arrangements in place and the likely actions and information requirements that would arise from this type of cyber-attack scenario, in turn providing the level of assurance and reassurance to the Senior Management Team and the Board. It would also create an opportunity to provide cyber awareness insights and to discuss issues in a safe and secure environment.

Result  A new strategy for training was introduced to compliment the capabilities of the organisation and empower employees. The training and workshops were delivered with incorporated coaching and mentoring to develop the in-house capacity to prepare for and effectively manage an incident or crisis.

Cyber Resilience - National Power Distribution Company Critical Infrastructure

Development and delivery of fully integrated simulated exercises to assess UK Humanitarian Surgical Response capability - 
The Department for International Development Humanitarian Emergency Response Review, recommended greater investment in surgical response, improved coordination of pre-registration for foreign medical teams, and improved standards in surgical capacity. A full scale deployment rehearsal exercise was required to orientate the technical and operational teams to the humanitarian context, equipment, and team structure in an emergency deployment situation. Oakas was tasked to develop the Training Objectives, plan and facilitate the exercise. 


Building Resilience in partnership with NGOs and Government Departments

NATO HQ Allied Command Transformation selected Oakas Limited to be their European strategic partner, with the Rockefeller Foundation as the United States representative.  The objective was to examine the subject of interdependencies between the military, civil and private sectors and to enhance resilience by gaining a better understanding of existing issues in civil-military resilience. It built upon the ongoing efforts by NATO HQ, the EU, the UN, Nations and other organisations to extract actionable proposals on how to mitigate the consequences of these interdependencies to help make the Alliance more secure.
OUTCOME:
The NATO Supreme Allied Commander Transformation approved the Oakas authored initial outputs paper within twelve hours of the event closing and the resulting detailed document titled ‘Building Resilience – Collaborative Proposals to help Nations and Partners’ was sent to and subsequently approved by the NATO Secretary General. This document was disseminated to all NATO contributing and partner nations within two weeks of the conference, providing valuable guidance to the nations which provides an initial baseline for nations to act upon. 


Interdependencies in Resilience across Defence, Civil and Commercial Sectors 

Engaged by UK Defence Staff to assist the Montenegrin Ministry of Defence with the validation of their crisis operating processes and procedures and Crisis Communication Plan. Our role was to support the training and exercising of strategic communications and media intervention and support implementation of identified outcomes. This would form an important element of NATO integration and the UK’s commitment to the development of a robust, coherent, and interconnected national crisis management capability. 


National Resilience training and implementation 

UKRAINE 🇺🇦 - As part of the national response to Russia’s hybrid warfare against Ukraine, supported the national authorities of Ukraine to enhance resilience and strengthen their capability to protect electricity-related Critical Energy Infrastructure. Developed modular packages of academic seminars culminating in an exercises for ministerial departments, security services and commercial suppliers providing a start point to understand interdependencies. A scenario was developed to enable discussion review the policies, plans, procedures, processes, and capabilities that enable preparation, prevention, response, recovery, and continuity of operations in pre-conflict, low intensity conflict, crisis situation and post-conflict situations.

Interdependencies in Resilience for the Critical National Infrastructure

Challenge: Our client is one of the largest privately owned and independent aerospace and defence companies. As part of the sale of a technical Power Pack Repair Facility capability to the Ministry of Defence, Marshall was required to provide a series of training documentation and compliant courseware to support the user/maintainer community and facilitate numerous ‘train the trainer’ packages as part of the Amphora Operational Infrastructure equipment programme. 

Solution:  A team of Oakas personnel supported the Marshall Training Department in the execution of the Training Needs Analysis and production of the numerous training documents in accordance with the Defence Systems Approach to Training (DSAT) and ISO 9001 Quality Assurance process.

Result: The project was delivered 18 days ahead of the scoped timeline, a cost saving for Marshall, resulting in the MoD being able to plan long awaited training efficiently and effectively. The MoD customer stated that our service ‘represented a market leading capability’.

Operating as a full time volunteer lifeboat crew we come together to operate the lifeboat during rescues and to ensure the safety of those we save. As well as going out on rescues, lifeboat crew members also commit to regular training in boat handling, radio communications, casualty care, navigation and radar.

Volunteering time on the cold Sunday mornings and evenings each week to coach, train and referee the junior rugby teams.

Making decisions under pressure, owning the fallout, and inspiring confidence when outcomes are uncertain. The quality of response hinges on leadership.
 
The takeaway is that in an uncertain world, sustained performance and value creation are the priority, ahead of short-term gains.

What is becoming clear is that:
* Leaders feel their organisations are not very prepared to adopt AI in day-to-day operations,
* Leaders tend to think that their organisations are overly complex and inefficient,
* Only a minority of organisations reallocate resources enterprise-wide (global mobility). 

While performance remains the top priority, the focus has shifted from short-term resilience to sustained productivity and long-term impact, with technology and AI at the centre of transformation.
