•  Develop and manage relationships with clients, global and regional businesses, donor agencies, and international financial institutions, and IFC's partners in Haiti to further develop specific investment and advisory opportunities with high development impact.
•  Work with investment, advisory, upstream, and relevant IBRD and IFC teams to continue to roll out the IFC 3.0 strategy and develop the project pipeline including providing industry and market intelligence to assist in developing IFC’s program in Haiti.

•  Propose pragmatic solutions to specific industry challenges to achieve sustainable development impact.

Country Officer: Haiti, The Bahamas, St Maarten + Creative Industries Lead, Caribbean

Lead the expansion and diversification of revenue from institutional donors and non-traditional funding sources to achieve CRS' strategic objectives in 11 countries including Mali, Niger, Burkina Faso, Ivory Coast, Senegal, The Gambia, Guinea Bissau, Ghana, Guinea, Liberia and Sierra Leone  Serve as a member of the West African Regional Office's Senior Management Team, and CRS' global BD community. Lead efforts in prepositioning, capture planning and pursuit of opportunities in West Africa, with a strong emphasis on diversification of new public and private revenue. Responsible for leading regional and supporting country efforts in finding funding to support their programming priorities by leading state-of-the-art business development practices in West Africa; researching relationships with current and potential donors; and gathering and managing information to create a pipeline of opportunities. Strengthen CRS' BD-related systems, processes, relationships, and staff capacities as well as help country programs to ensure sound project design and proposals; develop and maintain a roster of CRS staff and consultants to serve on proposal teams; lead technical and compliance reviews of all proposals; and monitoring progress to ensure learning is incorporated back into CRS's work.

Regional Business Development Manager, West Africa

Oversee and coordinate the development of positioning and marketing strategies. Actively research new funding opportunities, analyze them, and share with country program staff as appropriate. Meet with donor agencies and partners in Haiti for intelligence gathering purposes and to influence funding policies. Lead research on current and prospective donors. Support country program to improve capture planning capacities and practices, including identification of proposal development teams and expected proposal development support needs.

Prepare and manage proposal development plans, coordinating among in-country, regional, and HQ stakeholders. Lead the identification and acquisition of necessary resources (human and financial) to successfully respond to the proposal development process in coordination with Haiti and HQ staff. Support country program to perform due diligence in go/no-go analyses and decisions. As appropriate, serve in lead or support role in proposal teams. Write or edit technical narratives, produce budgets and other proposal pieces as required depending on capacities of proposal development team.

Provide BD strategic oversight and input for proposal teams; review proposals from a growth perspective as needed, including overall responsiveness to donor requirements, incorporation of cost-effectiveness considerations, and other aspects that may affect the organization’s competitiveness. Work closely with HQ publications and marketing department to develop multi-media communications products based on program successes and learning that effectively communicate results and generate donor interests.

Support the development and implementation of marketing activities, including products and events, often in collaboration with government, church, and NGO partners. Support program departments to develop and refine their strategies, based on evolving needs and the funding environment.

Management and Strategic Direction: Direct and guide multi-tiered team in achieving strategic promotional objectives to generate foreign direct investment (FDI) for key sectors of the Haitian economy, including Business Process Outsourcing (BPO), Agribusiness, Textile/Apparel, New Technologies, Diaspora, and Tourism. Execute creation, development, and implementation of annual operational plan in close collaboration with executive management and key partners.

Marketing, Outreach, and Communications: Manage social media and graphic design teams, as well as outside agencies and marketing consultants. Develop new and innovative material in a variety of mediums, including video, flyers, pamphlets, booklets, and booth design. Attend over half a dozen trade shows in a variety of sectors throughout the year to promote Haiti's strategic advantage and benefits for foreign investors; as well as present on panels and give speeches on Haiti's value proposition. 

Financial Management: Control and execute budget with multiple funding streams, including the Government of Haiti, Inter-American Development Bank, and European Union. Manage development, implementation, and reconciliation of all expenses, purchases, and acquisitions. 

Relationship Management: Manage relationships with multiple multi-lateral institutions, including IDB, World Bank, European Union, CAIPA, SELA, USAID, US State Department, various Foreign Governments, and numerous Government of Haiti bodies, including Ministry of Agriculture, Ministry of Commerce, Ministry of Foreign Affairs, and the Prime Ministers Office. Furthermore engage with multiple private sector actors, both local and multi-national, as well as trade associations and non-profit bodies.

Global Emergency Relief

Operations Management: Supported operations and logistics for humanitarian emergencies in the largest hospital in post-earthquake Port-au-Prince.

Business Development: Coordinated with donors and other relevant stakeholders for the rehabilitation of the hospital, including Duke University and the University of Miami’s Project Medishare.

Management: Crafted and developed data and proposals for the successful American Red Cross grant and other funding initiatives.

Outreach: Ran support and education groups at the World Diabetes Day celebration in Bamako. Assisted in organization of the day’s activities, and coordination of participants.

Ivy Kuperberg

Last week I was invited by Haiti's Ministry of Public Works (Ministère des Travaux Publics, Transports et Communications) to discuss the business and financing environment for energy in Haiti. Along with my counterpart at the The World Bank, Alassane AGALASSOU, we discussed risks, opportunities, and innovative collaboration methods, such as PPPs, to expand access to electricity in Haiti.  I also highlighted IFC - International Finance Corporation's previous energy investments-including support for a 30MW power plant in Port-au-Prince-the first private-sector generation project in Haiti--and our current investments of 12 MWp of solar and 25 MWh of storage in the manufacturing and infrastructure sectors. It was equally heartening to hear partners such as Bamboo Capital Partners discuss their work expanding access to renewable energy for rural households via the Off-Grid Electricity Fund (OGEF) and IFC client Groupe Sogebank's reflections on improving compliance with governance and social fraemworks. Looking forward to continueing to increase access to energy and electricity in Haiti!
