2. Build transition packages into the growth budget

Frame severance as growth infrastructure, not HR costs. 
When it comes from the transformation budget, the entire conversation shifts.

3. Map knowledge assets before roles disappear

Create transition matrices now. Map the client relationships, critical processes, and institutional knowledge that walk out the door. 
Treat departing employees as paid consultants for the transfer.

4. Position departures as strategic evolution

5. Create departure optionality early
